The FOI written is the FAA Fundamentals of Instruction knowledge test — the teaching-theory exam for CFI applicants, not a UK Freedom of Information request.

PPL ground course & FAA written path — $249 at Veni, Vidi, Volavi.

If you are working toward an initial flight instructor or ground instructor certificate, this is the written that asks how people learn, how you plan a lesson, and how you evaluate a student. The source book is the Aviation Instructor’s Handbook (FAA-H-8083-9B). The FAA publishes it as a free PDF. You do not need to buy anything to start reading it.

FOI and FIA are two separate tests. The FOI covers the fundamentals of instructing. The FIA — Flight Instructor Airplane covers the aeronautical knowledge you will teach: regulations, weather, systems, aerodynamics, and the rest of the airplane syllabus. An initial airplane CFI applicant sits both. Passing one does not credit the other.

Per the FAA Airman Knowledge Testing Matrix (22 October 2025), the FOI is 50 questions in 1.5 hours, with a published passing score of 70 percent. The FIA is 100 questions in 2.5 hours, same 70 percent standard. Both are given at FAA-approved testing centers. Bring government photo ID and your authorization. When you finish, you receive an airman knowledge test report with your score and the subject codes for the items you missed. Keep the report. Those codes are a study list for the oral, not a grade to hide.

You cannot walk into a testing center and take the FOI on your own. Since 1 September 2024, the FAA Testing Matrix has required authorization for a first attempt: a graduation certificate from an FAA-certificated pilot school, or a logbook endorsement from an authorized instructor stating you completed the applicable ground training or home-study course and are prepared for the test (14 CFR § 61.183(d), 61.185(a)(1); see also AC 61-65, as amended). The sample wording in AC 61-65 certifies that you received the fundamentals-of-instruction training in § 61.185(a)(1) and that the instructor has determined you are prepared.

A verbal “you’re ready” is not the document the testing center will scan.

The regulation itself lists the training: the learning process, elements of effective teaching, student evaluation and testing, course development, lesson planning, and classroom training techniques (14 CFR § 61.185(a)(1)). Some applicants are exempt from the FOI knowledge test not from becoming good instructors — under 14 CFR § 61.183(e): a person who already holds a flight or ground instructor certificate, who holds a teacher’s certificate authorizing instruction at the 7th-grade level or higher, or who is employed as a teacher at an accredited college or university.

If you are not in one of those groups, plan on both the study and the endorsement.

You can study the handbook without buying a course. Download FAA-H-8083-9B from the FAA. Work the chapters that map to those areas: human behavior, the learning process, effective communication, the teaching process, assessment, planning instructional activity, instructor responsibilities, and techniques of flight instruction. After each chapter, write the idea in your own words as if you were briefing a student tomorrow. When a practice question stumps you, go back to the handbook paragraph — not only the answer key. The FOI rewards people who can explain a law of learning or a critique method.

Recognizing a familiar stem is not the same skill.

A passing knowledge-test result is valid for 24 calendar months when you present it for the practical test (14 CFR § 61.39). If that window closes first, you take the knowledge test again. That is a calendar rule.

If you want FOI and FIA prep in one place, Veni, Vidi, Volavi’s Certified Flight Instructor ground course ($299) includes both. When you finish the course work, an authorized instructor can review it for the knowledge-test endorsement.
